Bolton Tried to Blow Up North Korea Talks

미 국무부, “볼턴이 북미 대화 날리려 했다”

Here’s what we have from the State Department. Officials believe that national security adviser John Bolton (who) made the Libya model remarks wanted to deliberately blow up those talks with North Korea. This is of course ahead of this June 12 Summit. According to sources, Bolton’s concern was that the talks would not go in the right direction for the United States. So we’re learning this was all on purpose. Michelle Kosinski is joining me now. Michelle, this is significant.

새로 들어온 소식입니다. 국무부 관계자 제보인데요. 리비아식 모델을 주장한 바 있는 국가 안보 보좌관 존 볼턴이 북미 대화에 고의적으로 훼방을 놓은 정황이 포착되었다는 소식입니다. 물론 6월 12일 예정된 정상 회담 전에 있었던 일이라고 하죠. 제보에 따르면 대화의 방향이 미국의 국익을 위한 쪽으로 흘러가지 않을 것 같다는 볼턴 보좌관의 염려가 반영된 일이었다고 하는데요. 결국 그간 경과가 다분히 의도적이었다는 뜻으로 들리는데요. 본건을 취재한 미셸 코진스키 기자가 나와 있습니다. 엄청난 뉴스네요.

Well, multiple sources are saying. There’s always been a question, when John Bolton the national security adviser brought up the comparison, “Let’s have North Korea denuclearize in the same way Libya did.” That was a quick denuclearization relatively. But everybody knows that North Koreans are infuriated by this model, because they’re not looking at the process of denuclearization so much as they’re seeing the end game, for Muammar Gaddafi was being killed years later by rebels backed by the United States.

예, 복수의 제보자를 통해 확인된 내용입니다. 사실 존 볼턴 국가 안보 보좌관이 리비아 비핵화 사례를 비교하며 ‘북한도 리비아 방식으로 추진하자’고 주장했을 때 이미 상당한 의문이 제기되었었죠. (리비아 방식은) 상대적으로 신속함을 요하는 식이니까요. 그러나 이런 주장에 대해 북한 측이 상당히 격앙된 반응을 보인 일을 모든 사람이 주목한 바 있는데, 북한은 비핵화의 방법이 무엇인가에 주목하기보다 비핵화 수순의 끝에 어떤 결과가 기다리고 있는가에 더 관심을 가진다는 분석이 있었고, 리비아식 해법의 결말로 가다피가 결국 미국의 지원을 받은 반군에 의해 처형 당한 사례가 있었기 때문에 그런 반응을 보인다고 추정할 수 있었죠.

So when you hear John Bolton say this on television, and then the President picks up on it and repeats it, and then the Vice President picks up on it, and then they witness the blowback of this, knowing that it infuriated North Koreans and every one was angry about it. The question has been, “Why did Bolton bring this up in the first place?”

존 볼턴이 텔레비젼에 나와 이 말을 하고, 그 말을 다시 대통령이 받아치고, 또 다시 부통령이 이 말을 받아 인용하고, 이렇게 발언이 확대 재생산되는 과정을 주욱 지켜보면서 많은 사람들이 북한이 격노하는 모습을 지켜봤고 그래서 함께 분노를 표출했었는데요. 바로 그렇기 때문에 ‘도대체 볼턴이 애초에 무슨 목적으로 이 발언을 끄집어낸 것인가’에 대해 항상 의문이 있었습니다.

Sources are saying that he too knew that this would have that kind of negative extreme reaction. But he wanted to throw this big monkey wrench into the works, possibly blow up the entire process of talks, because he thought that it wouldn’t end up in the US’s favor in the end. Whether that was because he felt like “North Korea wasn’t gonna play the game”, or he felt like “the US side wasn’t gonna be capable of getting everything they wanted, that is up for a debate among the sources.

제보자들은 볼턴 본인도 이렇게 극도로 부정적인 반응을 예상했다고 합니다. 대화 프로세스에 큰 장애물을 던져 버림으로써 훼방을 놓고 싶었다는 얘기인데요, 종국에 가서 회담의 결과물이 미국의 국익을 향하지 않을 것이라고 생각했기 때문이라고 합니다. 볼턴이 과연 ‘북한이 게임에 응하지 않을 것이다’고 본 것인지, ‘미국이 원하는 것을 얻어낼 능력이 안 될 것이다’고 여긴 것인지 여부, 둘 중 어느 쪽인지는 제보자 사이에서 의견이 나뉘고 있습니다.

But they feel that this was a deliberate attempt to shake things up. That then angered not only the President but the Secretary of State and the two of them then had a hidden conversation in the White House over this. This is why, according to one source, Bolton is now cut out of the process, cut out of the North Korea issue at least for now. And it’s really stunning to see, especially when he came in to make changes and to get things like this done.

하지만 이 모든 것이 판을 흔들기 위한 고의적 의도였다는 데에는 의견이 일치합니다. 이런 면이 대통령 뿐만 아니라 국무 장관이 반발하게 만들었고 두 사람이 실제로 이에 대해 백악관에서 긴밀한 대화를 나누었다고 하죠. 제보자에 따르면 현재 북한 이슈에서 볼턴이 철저하게 배제되어 있는 원인이라고 하네요, 적어도 현재까지 말이죠. 당초 볼턴이 어떤 변화를 주도하는 해결사로서 등장한 사람이었다는 점을 상기하면 참 격세지감을 느낍니다.
